          Where the numbers come from

          Construction starts from the Ministry of Finance's official values for each type of building, the table every municipality uses to value buildings 1. They are priced at March 2023; we bring them to today the way Hacienda updates its own manual, with INEC's construction price index and the minimum wage, which adds 0.7% for houses 2,3. Hacienda's values leave out the builder's profit and administration, so we add the 12% that detailed Costa Rican budgets carry 5, and convert at the Central Bank's selling rate of ₡457.80 per dollar on 7 October 2026 4.

          Each finish level spans Hacienda's own types: standard runs from VC05 to VC07, high from VC07 to VC08 and luxury from VC08 to VC09 (VC10, the most expensive house in the table, sits above it at about US$4,500 a m²). A hotel uses the hotel types, HT01 to HT05, and every other type, from a glamping tent to a warehouse, reads its own types in the manual from cheap to dear: standard the lower part, high the middle, luxury the top. For a house, these are houses designed by an architect, the kind built on the coast for owners and rentals; a typical local house, VC01 to VC04, comes to about US$640 to 1,050 a m² with the same method 1, which is why figures for building in Costa Rica vary so much from one source to the next.

          Prices are not the same everywhere. A builder publishes prices for four towns 6, and we scale the official values to match them: Tamarindo by 1.08, Nosara by 1.25, Santa Teresa by 1.15 and Uvita by 0.93. The rest of Guanacaste takes Tamarindo's factor, the south Pacific takes Uvita's and the south of the Nicoya peninsula takes Santa Teresa's. Where nobody publishes prices we keep the national values, which also fits the Central Valley, where materials and labour cost less than in Guanacaste 7.

          A sloped lot costs 20 to 30% more to build on, mostly in foundations, retaining walls and drainage 8; it shows as its own line. The split by part follows Hacienda's weights for one-storey and two-storey houses 1. Pools are priced as Hacienda prices them, by square metre of shell, from quartz plaster to natural stone; a 32 m² pool with tile comes to about US$35,000, inside the US$15,000 to 40,000 builders quote 1,15.

          Design and site supervision start at the CFIA's minimum fees: 6% for the four design services every project must hire (preliminary studies, anteproyecto, construction drawings and a cost estimate) and 5% for technical direction, minimums the Constitutional Court made binding again in 2024 9,10,20; many studios charge more, and fees in all run 9 to 15% 6. Permits add 1% for the municipality, 0.265% for the CFIA and about 1.3% for the INS work insurance 11,12. Construction and professional services pay 13% VAT since 1 September 2023 13; builders' published prices rarely say whether they include it, so it has its own line. In a condominium, two design reviews by its committee cost US$250 to 2,000 each 7; in Península Papagayo, three at US$2,000 plus a US$25,000 water connection 17. A reserve of 5 to 10% covers what the drawings cannot see 16.

          Solar is sized at 1 kWp per 30 m² of house and priced at ₡750,000 to ₡900,000 per kW installed 14; the yield is the town's own, from the Global Solar Atlas 18. Landscaping and furniture are priced as quoted 6,15. The schedule follows the published ranges for permits and works 6,16, and starts the works as soon as the permits are in: building goes on through the rains, and the note only flags earthworks that would fall in wet months, counting days with 10 mm of rain or more 19.

          The estimate leaves out the land, its legal and transfer costs, roads and long utility runs to the lot, and the condominium's own fees and deposits. It is a starting point for a budget, not a quote: a builder prices drawings, and the drawings decide most of the number.
