The Municipalidad de Santa Cruz issues the permit. It has a partial (1983, 1994); outside it, the national construction rules apply.21,29

  1. (01) The lot and its rules

    • What the zoning allows on the lot: use, setbacks, coverage, density and height.1,2

    • Every building needs it. AyA answers within 15 working days, free, valid 12 months; where an supplies the water, it gives its own letter.2,6

  2. (02) The environment

    • Not needed: under 500 m².8

  3. (03) Drawings and the CFIA

    • Registered in the CFIA's with the architect and engineers responsible; the CFIA charges about 0.27% of its valuation, and its stamp lasts a year.10,11

    • For a house, or a building of 300 m² or less, Health approves on the professional's .12

    • No review for a house or fewer than 4 apartments, though the fire rules still apply.12

    • The Municipalidad de Santa Cruz approved projects in 10.1 days on average in 2024-25, 35% at the first submission.29

  4. (04) Licence and works

    • A construction tax of up to 1% of the value of the works, after the work-risk policy.1,13,14

    • Opened by the director of works, with its QR code on site.15
